 An all English Jury this year for the  Rouen THIS IS ENGLAND FILM FESTIVAL  from the 13th to 18th November  including Steve Bell , The famous Guardian cartoonist whose works are displayed at the Town hall in Rouen for the first time in France till the end of the week .
